sounds like someone was giving you the run around. Nothing needs to be "unlocked", just sometimes there are special tool you need to services some parts. You can usually buy these or just rig something to get around them. If this guy was at some local garage i wouldnt go back there as he doesnt know what hes talking about.

he pulling your arm, some special tools yes, but get it fixed where ever you like.

They do have special tools but you can get them and use them. At the dealership they try and act like the car is a whole other planet that only they know but depending on what parts you would need special german parts.

The answer is either NO or YES. Many parts are just straight forward remove and replace. You can have it done by any trained technician. There are also many parts that are not plug and play. Technician may need to perform coding, basic setting, adaptation, transfer data from old unit to new one, etc….Proper Audi computer and software are needed to perform these tasks. They are very expensive to own so you may not see them at independent shops.

Call several shops and ask them weather there is a trained Tech on site who can do perform maintenance in your Audi ask how much do they charge per hour, don’t trust people who just claim they know how to do it because they have done it to Mercedez or BVM, it is not quite the same, Usually dealer charges you U$ 135 or so an hour/labor an independent can be half the price, some pieces you can get online directly but ask the dealer how much is for the piece first before buying online, a lot of times with shipping they end up pretty close. If it is for service only, and you have a warranty the warranty may imply or explicitly say you need to service the car only in authorized dealers or the warranty be defaulted.
